Driving in London

I'm going over to england for a few days next week and we will be taking the wife's car (it seems that FTOs and Ikea don't mix) but we will probably be driving through london. Has anyone here got any experience of the congestion charge and, specifically, what will happen if we don't pay it???

Their website says that they will pass on the notice to a a company called EPC. They seem to be the crowd that tries to collect parking fines fro cross-border offences.

Driven through London several times since congestion charge - never got hit with any kind of a charge - though they did track me down to Ireland for a parking charge - needless to say I didn't bother my ass paying that either.
