Suspension bushing installation advice?

Reading the FTO shop manual (part 2). The suspension section states the following warning for installing bushings "In order to prevent the bushing from twisting, parts marked * should be provisionally tightened, and then fully tightened with the vehicle on the ground in the unladen condition"
Can someone please explain what is meant by 'on the ground in the unladen condition'. Does this mean with the car sitting normally on the ground, or jacked up so as the tyre is just barely touching the ground, or something else altogether?

It means that the car should be resting on all four wheels (unjacked) without passengers.
