Mines the same with no shelf, the standard radio brackets have spots they sit on which gives it support from the back, and then the screws at the front sort out that end, plus the front of the brackets being against the dash stop it rotating from the back.  As far as I know there isn't supposed to be any shelf in there.
I'd be curious to see pics of yours too Jon, any about?  Think I'd fancy a screen (with a GPS system) at some stage myself, but it would probably be one of the pop-out screens I'd go for.  Although having said that maybe a static screen might be a better job?
